The responsibility to determine the IR35 status of an assignment now lies with the End Client. 

This means that for each assignment you will need to take reasonable care in making your decision.  Blanket determinations (where a client might want to declare that all assignments are inside scope) will not satisfy the reasonable care requirement. 
You will need to document your decision, and also to ensure you have processes and procedures in place to facilitate correct judgements.  You need to ensure that the individuals carrying out the assessments are fully trained on IR35 and are equipped to make effective determinations.
In response to the new regulations we are very much expecting to see a rise in rates from contractors.
SII offers an alternative to using contractors for your offloading and contingent requirements:
